Universities have disagreed on the entry requirements for students who have completed senior six with one principal pass. Currently, the education policy holds that only students with two principal passes at the Uganda Advanced Certificate of Education (UACE) level shall be able to join a recognized University for a degree program. Speaking to the media this week, the Vice-Chancellor of Victoria University, Mr. Lawrence Muganga expressed dissatisfaction with the current policy, saying that it crashes the dreams of those students who don't score two principal passes. “Today when a student sits for Senior Six and fails to get two principal passes or even manage to get two subsidiaries, the system categorizes them as failures which are not fair,” he said Conversely, Mr. Lawrence emphasized that Victoria University does not consider anyone as a failure and that the University has a provision for students who get only one principal pass with their “Higher Education Certificate which has been approved by the National Council of Higher Education.” However, in an interview, Prof Eli Katunguka, the vice-chancellor of Kyambogo University, said the current minimum entry requirement remains two principal passes. “Those who fail to get two principle passes should join other higher institutions or tertiary schools and pursue diplomas and certificates before joining universities,” he said, adding that the experience of acquiring a diploma or certificate is intended to make students more “mature and responsible,” Prof Katunguka said. The Busitema University Vice-Chancellor, Prof Paul Waako, also disagreed with Mr. Lawrence saying, “We provide these certificates to students who fail to get two principal passes and they study for one year. Those who get distinctions and credits go for degrees while those with passes pursue diplomas.”
